Campbell is coming

To the surprise of no one, moderateliberal Rep. Tom Campbell (lifetime American Conservative Union rating: 55%) won the Republican nod to oppose Sen. Dianne Feinstein (D.) this fall, but the incumbent rolled up an impressive total that makes Campbell the decided underdog. In the state's "blanket primary" (in which candidates of all parties appear on the same ballot), Feinstein topped the field with 52% of the vote, followed by Campbell with 23%, and two conservative Republicans-State Sen. Ray Haynes (Wo) of Riverside and San Diego County Supervisor Bill Horn (60/oy-rounding out the field.

While Campbell certainly was vulnerable to conservative attack--notably he supports partial-birth abortion, homosexual rights, and McCain-Feingold-ish campaign "reform"Haynes was never able to raise the funds necessary to wage a first-rate campaign and self-made millionaire Horn refused to make a serious assault on his own wallet. Campbell also benefited from cross-over votes from Democrats under the 'blanket primary"-which he helped to craft and get enacted in a statewide initiative four years ago.

Most independent surveys show two-termer Feinstein now leading Campbell by about 20 percentage points statewide.
