PROPER PRIVACY: The medical privacy rules proposed by the Clinton Administration have serious deficiencies. Not only do they not apply to paper records, just computerized ones. but they also do not protect medical records from search and seizure, reported Meredith Oakley in the November 8 Arkansas Democrat-Gazette. "One of the most basic principles of American justice is that police must obtain a warrant from a judge before searching through your property. Medical records should be no different," says the American Civil Liberties Union.

IS CAREY FAR BEHIND? That was the big question as the corruption trial of former Teamsters Political Director William Hamilton opened in New York three weeks ago. With three former associates of disgraced former Teamsters President Ron Carey pleading guilty to charges of funneling illegal donations to Carey's 1997 reelection, balloting that was subsequently overturned by federal election monitors, Hamilton is being tried for his role in a scheme to use official union dollars to illegally bankroll Carey's campaign and get Democratic National Committee officials to find donors to kick back funds to Carey. Assistant U.S. Attorney Robert Rice, who heads the prosecution of Hamilton, has charged that Carey was aware of the scheme-leading to mounting speculation that the deposed Teamsters boss will be indicted himself sometime next year.
