This research could not advance further due to former president Fernando Henrique Cardoso's interference. Although he himself was a victim of the authoritarian period, he nonetheless signed Decree # 4.553 on November 27, 2002, a few days before he left office. The decree ruled that some documents would be released for public scrutiny only after a period beyond 30 years. Thus, documents of the defunct Division of security and Information (DSI) are protected. These documents reveal the persecution and torture suffered by Brazilian bishops during the military regime.
