TIMOTHY P. HARPST, P.E., PTOE (F)
International President
Tim Harpst is Transportation Director for the City of Salt Lake City, UT, USA. He earned a B.S.C.E. from Pennsylvania State University in 1973 and an M.S.C.E. from Virginia Tech in 1975. After beginning his career with the Pennsylvania Department of Transportation as a Traffic Engineer, he moved to Salt Lake City in 1979 to become Deputy City Transportation Engineer. He has served in his present position since 1987.
Mr. Harpst has taught transportation engineering, transit and planning as an Adjunct Assistant Professor of civil engineering at the University of Utah and has served as an officer in the U.S. Army Corps of Engineers. He was a board member of the Utah Engineers Council from 1986 to 1990, including Chairperson from 1988 to 1989.
He has served as an elected leader of ITE with the Utah Chapter, Intermountain Section and District 6 and as International Director on the Board of Direction. He also has worked on numerous ITE committees, councils and task forces during his career. He believes that volunteering service with ITE is a great way to help advance the profession while benefiting from continuing education and meeting new colleagues.
RICHARD T. ROMER, P.E., PTOE (F)
International Vice President
Rich Romer is Principal in charge of southwest operations for Orth-Rodgers & Associates Inc. He obtained his M.S.C.E. and B.S. in business administration (management) and satisfied B.S.C.E. requirements from the University of Nevada, Las Vegas. Prior to joining Orth-Rodgers & Associates Inc., his 34 years of experience began with the City of Scottsdale, AZ, USA and continued as City Traffic Engineer for Palms Springs, CA, USA; Assistant City Traffic Engineer for Las Vegas, NV, USA; and Clark County, NV, Traffic Engineer/Manager.
Rich has served as an elected leader of ITE for the Nevada Chapter, Intermountain Section, District 6 and as International Director on the Board of Direction. His ITE involvement includes service on many committees and task forces, including Co-Chair of the 1999 International Annual Meeting in Las Vegas. Rich looks forward to the opportunity to continue to serve you, the member, ITE's most important asset.
STEVEN D. HOFENER, P.E., PTOE (F)
Immediate Past President
Steve Hofener is President and Partner of Traffic Engineering Consultants Inc., in Oklahoma City, OK, USA. He serves primarily as the Principal in charge on projects and takes an active role in the management of the company.
He obtained his bachelor of science in civil engineering from Oklahoma State University in 1975 and his master of engineering in civil engineering from Texas A&M University in 1977. He was employed by Texas A&M University as a Research Associate for four years and by the City of Oklahoma City as a Traffic Engineer and Chief Traffic Engineer for five years. He has managed Traffic Engineering Consultants for 20 years.
Mr. Hofener has served as President of the Oklahoma Traffic Engineering Association, President of Missouri ITE, Treasurer of ITE District 4 and in many other positions within ITE. He recently completed a three-year term as Chair of the Consultants Council. He received the Outstanding Transportation Engineer of the Year Award from the Missouri Valley Section (MOVITE) in 1999 and the Distinguished Member Award from MOVITE in 2004. He also has been inducted into the Hall of Fame for the College of Engineering, Architecture and Technology at Oklahoma State University. Mr. Hofener is active in the community and within his church.

KIM ERIC HAZARVARTIAN, PH.D., P.E., PTOE (F)
District 1
Kim Eric Hazarvartian is Principal of TEPP LLC, a transportation engineering, planning and policy firm in Concord, NH, USA and North Andover, MA, USA. He has worked since 1981 in the private, government and academic sectors and is a professional engineer and PTOE. He holds a bachelor of science in civil engineering and a master of science in civil engineering (transportation) from the University of Kansas, Lawrence and a Ph.D. in civil engineering (transportation) from the University of Massachusetts, Amherst.
Mr. Hazarvartian has served as Chairman of District 1, President of the New England Section and President of the New Hampshire Chapter. He has received the district's Harvey B. Boutwell Distinguished Service Award and the section's Distinguished Service Award. He is a member of the New England Section Technical Committee and the ITE Connecticut, Maine, Massachusetts, New Hampshire and Vermont chapters. He also is with the American Society of Civil Engineers, Transportation Research Board, Society of American Military Engineers and Chi Epsilon.
EDWARD Y. PAPAZIAN, P.E. (M)
District 2
Ed Papazian is a Senior Project Manager in the northern Virginia office of Kimley-Horn and Associates Inc. He has more than 30 years of experience in traffic and transportation engineering.
Mr. Papazian has a B.S. and an M.S. in civil engineering from Drexel University. He began his career at the Pennsylvania Department of Transportation, where he worked until 1978. He also served as an Adjunct Professor of civil engineering at Drexel for five years. In 1978, he moved to the Washington, DC, USA, area and joined Barton-Aschman Associates Inc. He worked with Barton-Aschman and its successor company, Parsons Transportation Group, until 2000, when he joined Kimley-Horn and opened its northern Virginia office.
