Such a groundswell of Internet-based efficiency in the commercial financial sector has not been lost on the government either. In June the federal tax collection agency, Servicio de Administracion Tributaria, hired Unisys to develop a nationwide document-scanning system that will yield a standard database for close to 80 different types of tax forms. The six-year economic spending plan of President Vicente Fox is hinged, in part, on the country's ability to improve its tax collection efforts.

"This is helping the government's transition into an e-business environment," said Guido Camacho, general manager of Unisys de Mexico, at the signing of the contract.

What remains to be seen is whether the Fox government opens up the telecommunications sector to more competition in Internet services. Bottlenecks in the provision of new broadband lines and router support have hamstrung the current generation of Internet infrastructure providers, critics say.
