* The president is having some success on Social Security. In polls, most people say that the program has a serious problem that requires action. Democrats, who at the start of the year were insisting that there was no major problem, are changing their tune. But there is still considerable disarray among Republicans on the Hill, and public support for personal accounts appears to have softened.
Legislation is not going to pass just because people think Social Security is insolvent. It will pass, if it passes, because people think reform offers them a better deal than the status quo. That's the case that the president, and his party, need to be making.
