Looking for the war on terror

What we know is that we are not going to win any war against terrorists with conventional armies; it is detrimental in many ways to label every conflict and every opposing government as terrorist; and civil liberties ceded in pseudo wars that have no clear enemy and no measure of success or victory are unlikely to be returned. Should the latter breach occur, at least the terrorists will know they have won.
