PETROBRAS, Brazil's state-run oil company, entered an agreement with Japan Bank for International Cooperation, Sumitomo Mitsui Banking Corporation and other Japanese institutions to finance projects in Brazil. These will include a US$900 million oil-refinery upgrade in Sao Paulo state.
