NR: Are we more prepared now?

JW: As for combat readiness, our country isn't good at that, we've never been good at it. We've always had this citizen-army approach, where all of a sudden we drop our plows, put on our uniforms, and go blow people away. You could do that in 1780. You can't do that any more. We're not conscious planners. We don't believe there is such a thing as evil in the world. We're always willing to be surprised. And usually we are.
