Alphabet’s YouTube has reached a $24.5 million settlement in litigation with President Donald Trump regarding the platform’s 2021 ban of his channel, with $22 million of that sum going to help pay for a new ballroom at the White House under terms detailed by people familiar with the agreement. The other $2.5 million is reserved for those tied to the American Conservative Union, whose representatives brought related claims based on the ban.

The pact links a yearslong battle over online speech to a high-profile federal construction project — and instantly puts one of the world’s most closely watched tech firms at the center of an unusually public ethics and governance controversy.

YouTube suspended Trump’s channel after the Jan. 6 attack on the U.S. Capitol, alleging that content posted to the account posed a risk of inciting violence. Though the company restored the channel in 2023, litigation has persisted regarding alleged harm and moderation decisions that had led to the deactivation. The settlement stipulates that most of the payment will go toward construction of a new White House ballroom that Trump is said to have ordered up as part of larger renovations to event spaces at the Executive Residence.

Under the settlement, which still requires a court’s approval to become final, the American Conservative Union will receive $2.5 million for its lawsuit along with individual users who sued, according to two people briefed on the agreement. Alphabet has not commented on internal discussions, but the deal marks a workmanlike conclusion to a dispute that had become both a political flashpoint and a legal fight.

How Private Money Can Pay For Work At The White House

There are allowable uses of settlement money for a federal property, but the way is narrow. Gifts to the United States must be accepted by an eligible entity and are subject to appropriations law, conflict-of-interest provisions, and laws pertaining to historic preservation. “Acceptance and construction of the installation are usually conducted with a group of entities within the White House complex known as President’s Park—the National Park Service, Committee for the Preservation of the White House, and Office of Chief Usher,” noted Grisham.

Major changes are also subject to layers of review, including the U.S. Commission of Fine Arts, the National Capital Planning Commission and consultation under the National Historic Preservation Act. The Government Accountability Office has previously stated that agencies cannot use private funds to escape congressional wishes. In reality, private support has long flowed through the White House Historical Association for furnishings and their conservation and restoration; a purpose-built ballroom — vastly more substantive than any refurbishing — would be unusual, and scrutinized as such.

Why A Ballroom And What It Would Finally Change

State dinners and other grand receptions take place today in both the East Room and the State Dining Room, along with temporary pavilions on the South Lawn for when guest lists balloon. The East Room can accommodate several hundred people in theater-style seating, but mass formal dining usually comes with tenting — an often high six-figure to low seven-figure cost, once you factor in climate control, staging and security, according to event planners and previous press accounts of state dinners.

A purpose-built ballroom could coordinate capacity for concerts, awards ceremonies and diplomatic receptions while cutting logistics and rental costs over time. It could include acoustic and broadcast infrastructure modern presidencies increasingly require for live-streamed cultural events and international media moments.

For YouTube, the settlement ends a troubled era in its history of moderating content, but it also brings new criticism. The company faces pressure on multiple fronts — antitrust action, children’s privacy under COPPA and debates over Section 230. Ethics experts say that major, high-visibility donations related to a sitting president can pose “appearance” worries even when they have been set up to benefit the government rather than the officeholder personally. Federal ethics rules mandate that agencies determine if a gift could cause or appear to cause preferential treatment or loss of impartiality.

Those concerns will have to be addressed by the White House and relevant agencies in documenting acceptance, routing and oversight. Transparency on design approvals, procurement and any vendor selection will help ward off accusations of favoritism or regulatory quid pro quo.

A Wider Pattern Of Big-Money Settlements

Over the last few years, Trump has extracted large payouts from some of the country’s biggest media and tech companies, according to public reports and people familiar with those negotiations. Meta agreed to pay approximately $25 million, and X’s payment was reportedly about $10 million. Disney also settled a defamation case for an estimated $15 million related to an interview broadcast on a company news division, and Paramount Global resolved another for roughly $16 million. A judge threw out a lawsuit against the New York Times, while one involving the Wall Street Journal continues.

Together, the cases illustrate a strategic deployment of litigation to challenge perceived slights or platform penalties — and they also point to a new reality in which outsized settlement checks can go on to fund public-facing projects with political resonance.

What To Watch Next In The White House Ballroom Plan

Key milestones include:

  • The proper agent of the federal government formally accepting funds.
  • Design review and preservation review processes.
  • Any Congressional notification or appropriations steps needed for structural changes.
  • Disclosures on the gift’s terms and any communications about it between YouTube and top executive branch officials.

If the ballroom becomes a reality, look for a public timeline that will look like other high-profile White House projects: phased design approvals; construction windows designed not to disrupt West Wing operations and increased coordination with security agents as well as preservation authorities.
