NASA has named the first three missions in its Moon Base program and awarded a combined $439 million to two companies to develop lunar terrain vehicles, adding concrete near-term steps to an ambitious plan for sustained operations near the Moon’s south pole.
The May 26 announcement does not mean a lunar base has been built or fully funded. Instead, it lays out a planned sequence of uncrewed landings, cargo deliveries, science payloads and mobility demonstrations intended to gather data and prove equipment before astronauts undertake long-duration surface work. The missions are targeted for 2026, and the rovers are not expected to be deployed before 2028.
Three missions targeted for 2026
Under the schedule in NASA’s May 26 announcement, Moon Base I is targeted for launch no earlier than fall 2026 aboard Blue Origin’s Blue Moon Mark 1 Endurance lander. It would carry the Stereo Cameras for Lunar Plume-Surface Studies, or SCALPSS, instrument, which is designed to observe how a lander’s engine plume interacts with lunar soil. The lander would also carry a Laser Retroreflective Array to Shackleton Connecting Ridge.
Those payloads address practical problems for repeated lunar landings. Rocket exhaust can displace sharp, electrically charged dust and alter the surface beneath a spacecraft. Measuring the plume-surface interaction could help engineers assess hazards to nearby hardware, landing zones and future operations. Retroreflectors can provide long-lived reference points for laser ranging and navigation.
Moon Base II is planned for later in 2026. NASA said it would use Astrobotic’s Griffin lander to deliver more than 1,100 pounds of cargo, including Astrolab’s Flexible Logistics and Exploration, or FLIP, rover. A third mission, Moon Base III, is also targeted for 2026. Its anchor investigation, Lunar Vertex, is intended to examine lunar swirls—unusually bright, winding surface features whose formation is not fully understood—using Intuitive Machines’ Nova-C Trinity lander. NASA said Moon Base III would also carry payloads from the European Space Agency and the Korea Astronomy and Space Science Institute.
The agency described the three flights as the first of more than a dozen Moon Base missions it expects to announce during 2026. That wording is important: the launch windows are program targets, not completed milestones, and lunar missions have historically faced schedule changes, launch delays and landing risks.
Rovers move from concept toward flight hardware
NASA selected Astrolab for a $219 million Phase 1 task order and Lunar Outpost for a $220 million task order under its Lunar Terrain Vehicle Services contract. Together, the awards total $439 million. The companies are to spend the next 18 months completing vehicle designs, conducting crewed evaluations and qualifying flight units, NASA said.
Unlike a single government-owned rover, the arrangement is structured as a service contract: NASA expects commercial providers to develop and operate vehicles that can support agency needs. The initial vehicles are targeted for deployment through NASA’s Commercial Lunar Payload Services, or CLPS, initiative by 2028.
NASA separately awarded Blue Origin $188 million for two rover-delivery task orders to the lunar south-pole region. The award includes a possible option period valued at $280.4 million. The confirmed initial rover-development awards and the initial Blue Origin task-order award therefore amount to $627 million, but the option is not a guaranteed expenditure. Including it would raise the potential total for those specified awards to $907.4 million.
Mobility is central to the program’s stated goals. Rovers could carry instruments and supplies across terrain that astronauts cannot efficiently cover on foot, survey routes and help establish operational knowledge of uneven ground, extreme temperatures and shadowed areas. But NASA has not yet demonstrated these particular vehicles on the Moon, and their intended operational roles remain prospective.
A phased strategy, not an existing outpost
The May update follows NASA’s March 24 policy announcement, which presented Moon Base as a three-phase effort. The first phase emphasizes technology demonstrations and early missions. A later phase is intended to add semi-habitable infrastructure and regular logistics flights. The final phase envisions heavier systems that NASA says could enable a continuous human foothold.
NASA’s Moon Base program description lists other capabilities under consideration, including dust measurements, three-dimensional mapping, resource mapping and terrain preparation. It also describes MoonFall, a planned 2028 mission in which four drones would survey potential Artemis landing sites. Firefly Aerospace was selected to build the spacecraft intended to transport the drones.
Each element addresses a distinct limitation of lunar operations. Drones could inspect locations that are difficult for a rover to reach; mapping can identify slopes and hazards; and logistics flights are meant to reduce dependence on a single delivery system. None alone establishes the life support, power generation, communications reliability or transportation cadence needed for a permanently occupied base.
Some key details remain unsettled
NASA’s materials contain at least one unresolved inconsistency. The May 26 release and NASA Administrator Jared Isaacman’s published remarks identify Astrobotic’s Griffin lander for Moon Base II. But NASA’s Moon Base Phases page refers to a south-pole mission using Voyager Technologies’ Griffin-1 lander. The available NASA material does not explain whether that reflects a renamed provider, a revised mission, separate flights or an error. Until NASA clarifies the point, the May mission-specific announcement is the clearest description of Moon Base II, while the discrepancy should not be treated as resolved.
Likewise, an ABC News report described the broader effort as a $20 billion plan and reported that Phase 1 is expected to involve 25 launches, 21 landings and roughly four metric tons of cargo. Those figures were attributed to reporting from the announcement and a NASA program executive, but the official NASA pages describing the March strategy and May awards do not provide a total program cost or confirm those aggregate targets. They should therefore be viewed as reported planning figures rather than an agency-confirmed full budget.
For now, the most concrete commitments are the named missions, the $439 million in initial rover development orders, Blue Origin’s rover-delivery work and the planned technology demonstrations. Whether those steps yield a durable south-pole operating network will depend on a series of launches and hardware tests that have yet to occur.
