According to Federal Bureau of Investigation reports detailing the bureau's interviews with former Democratic fundraiser John Huang, Huang said that his, former boss James Riady offered to raise Bill Clinton $1 million, during a limousine ride before the 1992 election.

Also according to the reports, Huang said that the Riady family's Lippobank was saved by a partnership with China Resources Holding Co.-a Chinese-govemment-owned company that the Cox report describes as an "agent of espionage"-and that the Riadys had to "give something in return" for the partnership.

In September 1995, Huang and Riady met with Clinton in the Oval Office and discussed transferring Huang from the Commerce Department (where he was, receiving Central Intelligence Agency briefings on China) to the Democratic National Committee, where he could raise money for the President's reelection. Clinton himself told the New York- Tires in November 1996 that he knew Riady was close to the Chinese and might communicate to them, things that Clinton discussed this was among the material that Arty. 1. Riady Offered Clinton $1 Million

"Regarding a limousine ride that Riady took with President Clinton before his 1992 election, President Clinton was surprised at the $1-million amount that Riady had proposed to raise. After this conversation between Riady and the President, Riady and Huang began working on identifying names of Lippo employees who had the means and immigration status to be able to make contributions. . . . In some cases, Huang reimbursed contributions to these individuals in cash and other times by check."

2. China Resources 'Saved' Riacy's Bank

"In Indonesia a downturn in the real estate market caused problems for Lippoland which owed money to Lippobank. The Riadys had to create confidence in their bank (Lippobank) so as not to have a run on the bank. A purchase of Lippo shares by China Resources saved both Lippobank and Lippoland. Furthermore, to continue to stay in Hong Kong, the Riadys had to have strong partners such as China Resources and China Travel Services, If something went wrong in the marketplace, the Riadys could say 'these are our partners.' Huang did not know what the 'quid pro quo' was for having China Resources as a partner."

3. China Resources Was 'Agent of Espionage'

"Lippo's principal partner in the PRC is China Resources (Holdings) Co., a PRC-owned corporation based in Hong Kong. According to Nicholas Eftimiades, a Defense Intelligence Agency analyst writing in his personal capacity, and Thomas R. Hampson. an investigator hired by the Senate Governmental Affairs Committee, China Resources is 'an agent of espionage, economic. military, and political.'"

4. Riady Owed China Resources 'Something in Return'

"The primary partners of the Lippo Group in China were China Resources and the China Travel Service. Mochtar Riady began to plan business ventures in the PRC in 1990.... Huang was aware of Mochtar Riady's business philosophy of 'riding a horse to catch a horse' and said that for the Riadys to survive in the PRC and Hong Kong they had to make connections with influential groups like China Resources and China Travel. Huang added that it was understood to be a quid pro quo situation where the Riadys would have to give something in return for their [China Resources and China Travel political and financial backing. It 'never came to' Huang's mind that China Resources or China Travel Service were connected to Chinese intelligence."

5. Clinton, Riady and Huang Met at White House, Discussed Making Huang a Democratic Fundraiser

"The 'gist' of the meeting was Riady's discussion of the importance of the Asian-American community, and their role in the upcoming election. Riady also pointed out he wanted to bring in a person helpful to this community in the area of fundraising. Bruce Lindsey, a good friend of the President's, was also at the meeting and talked about Huang. It had not been decided previously about Huang's move to the DNC, however, the move was mentioned during the meeting.... The President said something to the effect of we will 'see what we can do' regarding Huang's move to the DNC."

6. Clinton Knew Riady Might Communicate Substance of Meetings to PRC/Kept No 'Notes' of Conversations

Q: "One of those people is, of course, James Riady. Do you recall, since your election as President, having any conversations with him that would be fair to call policy-related conversations? And if you did, did they touch on China or Indonesia. . ."
