A spokesman for the agency explained that pictures of visiting dignitaries are routinely released to the public and posted online.
Kerry staff reportedly asked for the pictures and helped pass them out to the media. Then there was a flip-flop on the hip-hop. But one could still imagine Harvey rescuing that hamster in a touching act of solidarity.
